How this site is verified
Every verdict on this site is computed from a set of written rules, and every rule names the official page it was read from and the day it was read. This page explains the method, so you can judge it, and lists the places where the facts we started with turned out to be wrong.
1.2.2
current rules version
2 September 2026
rules last verified against the official pages
255
countries and territories, each with a specific verdict
59
source pages cited in the rules, re-checked monthly
Where a verdict comes from
The checker does not ask an AI. Your answers are evaluated in your browser against versioned rules files: one file per topic, each rule with its source URL and verification date. The same files build the country pages, the cost tables and this page, so a number cannot differ between two pages. Every verdict shows the rules version it was computed from, and the "Why?" panel under it lists the rules that fired, with their sources.
The rules files, readable by anyone or anything:
- jurisdictions.json: Every ISO 3166-1 code plus the sub-national entries (CA-AB, CA-QC, CA-OTHER, GB-GBN, GB-NIR, XK): rule group, exchangeable categories, licence script, RDW source and verified date.
- validity_rules.json: How long a foreign licence stays valid for driving in the Netherlands, rule by rule, with sources.
- exchange_rules.json: The RDW exchange decision tree as ordered predicates, with sources and process facts.
- fees.json: Official 2026 fees (CBR, gemeente, RDW) and the six-city municipal overrides. Derived amounts and market estimates are labelled as such.
- retest_assumptions.json: Lesson counts, lesson prices, theory-course prices and exam-attempt defaults used by the cost estimate; market data is labelled.
- next_steps.json: The step-by-step text for each route, each step with its official page.
- exam_requirements.json: Which CBR exams each licence category needs, in which languages the theory exam exists, and the interpreter rules.
- conventions.json: Parties to the 1949 Geneva and 1968 Vienna road traffic conventions (UN Treaty Collection), used for the International Driving Permit block on the country pages. Not a Dutch rule.
- country_licences.json: The category tables on the tier-1 country pages: what each class on the foreign licence covers at home (read from that country's own licensing authority, cited per entry) and the closest Dutch category. Our reading, not an official equivalence; the RDW decides on exchange.
Entry point: /rules/index.json. Every country page has a JSON twin at the same address plus .json. A plain-text summary for AI assistants: /llms.txt. To build a link that opens someone's verdict: the result-link format.
How a rule gets in
- Only official pages count as a source. RDW, CBR, the law on wetten.overheid.nl, Rijksoverheid, Belastingdienst, VNG, the European Union and the gemeenten themselves. Third-party summaries, forums and blogs are never the citation. Of the 59 pages the rules cite, 36 are official; the other 23 are companies' own pages for market data (lesson prices, translations, theory courses, car access), and every number from them is labelled "estimate" and can be changed by you.
- Every change ships with a source, a date and a test. A rule, fee, date or threshold does not change without the official URL, the day it was read, and a test case in the suite of persona tests that must pass before a change is published. The release notes record every version.
- When official pages conflict, the rules protect you. Where two official pages disagree, or a page is silent, the site encodes the cautious reading and says "confirm via the RDW checklist" rather than giving a confident answer that could leave you driving uninsured or losing an exchange right. The readings currently in force are listed below.
- Every cited page is re-checked monthly. A script fetches each of the 59 source pages, compares it with the version last read, and opens a review task when a page has changed. Nothing is updated without a person re-reading the page that day; the verification date only moves after that re-read.
- Errors are reported with the exact result. "Something wrong? Tell us" on any result page sends the result link and the rules version, so the case can be reproduced exactly. You can also write to hello@drivingschools.nl.
Where the usual assumptions were wrong
Before the rules were encoded, the facts we started with were checked one by one against the official pages on 2 September 2026. These are the places where the official page said something different. The rules encode the official position, and each row links the page it rests on.
| Common assumption | What the official page says | Source |
|---|---|---|
| Licences from Great Britain, Northern Ireland and Gibraltar exchange for categories A and B only. | All categories (Great Britain: BE only if a separate BE exam was taken). The regulation adds timing conditions for UK holders who moved to the Netherlands before 1 January 2021 and excludes provisional licences; the site shows a confirm-via-RDW note for those cases. | RDW exchange checklist; Regeling omwisseling niet-Nederlandse rijbewijzen |
| A Japanese licence exchanges for all categories. | A and B only ("1B": passenger car and motorcycle over 400 cm³). | RDW exchange checklist |
| A Singapore licence exchanges for category B only. | A and B (class 2 motorcycle over 400 cc; class 3 passenger car). | RDW exchange checklist |
| A Taiwanese licence needs the "second class ordinary licence" note. | Taiwan is simply category B. The "1st and 2nd class ordinary license" note belongs to South Korea. | RDW exchange checklist; Regeling omwisseling niet-Nederlandse rijbewijzen |
| On the 30%-ruling (expat scheme) route it was unclear whether the licence must still be valid. | It must be valid, and two more conditions apply: a valid residence permit, and 185 days of residence in the issuing country in the year the licence was issued. | RDW, exchanging a foreign licence |
| A Ukrainian licence holder can keep driving on an expired licence and exchange it via the expat scheme. | Both statements are on the RDW page, but the expat route requires a valid licence. Under temporary protection you may keep driving on an expired Ukrainian licence, yet it cannot be exchanged on any route the RDW shows. The site says so and sends you to the RDW checklist. | RDW, driving with a foreign licence |
| An expired licence can never be exchanged. | True for non-EU/EFTA licences. For EU/EFTA licences the RDW English page allows the exchange while the Dutch checklist asks for a valid licence; the site says "likely exchangeable, confirm via the RDW checklist", never a flat yes. | RDW, exchanging a foreign licence; RDW exchange checklist |
| The 35.9% pass rate for the English car theory exam is a first-time pass rate. | It is the pass rate of all attempts: 15,827 of 44,064 English car theory exams in 2025. The site says "pass rate", never "first-time pass rate". | CBR open data 2025 |
| There is one price for the English theory exam with extra time. | No official combined price row exists. The site derives €70.50 from the official parts (€50.50 + €6.50 English surcharge + €13.50 extra-time surcharge) and labels it "derived". | CBR tariffs 2026 |
| An interpreter for the theory exam costs about €200. | The CBR publishes no amount; you book and pay the agency directly. The site uses the price the contracted agencies list on their own pages and labels it as market data, not an official fee. | CBR, interpreters at exams |
| No dictionary is allowed in the English theory exam. | No official CBR page found that says so; only the ban on bringing your own interpreter is official. The claim was dropped from the site until it can be sourced. | CBR, theory exam in another language |
| An International Driving Permit is required alongside a licence that is not in Latin script. | The RDW frames the permit as recommended, not required, and the trigger is licence categories not labelled A, B, C, D or E, not the script. | RDW, driving with a foreign licence |
| The municipal licence fee is €53.65 in every city. | Amsterdam charges €64.65 for a foreign-licence exchange, €11.00 above the national maximum the other five checked cities charge. The site shows Amsterdam’s own figure. | Gemeente Amsterdam; VNG, licence fee 2026 |
| The expedited (spoed) fee is a €93.30 surcharge. | €93.30 is the total (€53.65 plus the €39.65 surcharge). Eindhoven states that no expedited option exists for exchanges, so the site does not offer it as a general option. | VNG, licence fee 2026; Gemeente Eindhoven |
| Family members registered on the 30%-ruling decision can exchange their licences too. | The legal criterion is belonging to and living in the household of the ruling holder (article 2, paragraph 1 of the regulation), not registration on the decision. The consumer pages of the RDW and Belastingdienst do not mention family at all. | Regeling omwisseling niet-Nederlandse rijbewijzen |
| There is one national processing time for an exchange. | City pages differ: Rotterdam quotes an RDW letter within 15 working days plus 5 to collect; Amsterdam and Eindhoven 2 to 4 weeks; Utrecht about 4 weeks. The site quotes the time per city, never one national figure. | Gemeente Rotterdam; Gemeente Utrecht |
| You may keep driving while your exchange application is being processed. | The RDW says you may keep driving in the Netherlands on a still-valid licence during processing; Eindhoven’s page says the opposite. The site states the RDW position with a warning that some gemeenten treat it differently, and never presents driving during processing as risk-free. | RDW exchange checklist; Gemeente Eindhoven |
| Every EU country recognises a foreign EU licence for a uniform 15 years. | The EU’s own page says validity periods differ per member state. The uniform 15-year (5-year for trucks and buses) rule is in Directive (EU) 2025/2205, applied from 26 November 2029. The Dutch 15-year driving window on this site rests on the RDW’s own pages. | Your Europe, licence recognition; RDW, driving with a foreign licence |
| A beginner needs 30 to 40 driving lessons. | The CBR says the average is 41 lesson hours (roughly 22 to 54 or more). The site’s beginner default is 30 to 45 with 41 as the typical figure, adjustable by the visitor. | CBR, what a car licence costs |

The cautious readings in force
- An expired EU/EFTA licence: "likely exchangeable, confirm via the RDW checklist", never a flat yes, because the RDW English page and the Dutch checklist differ. RDW, exchanging a foreign licence
- A UK or Gibraltar licence: the checker asks no extra question; holders who moved before 1 January 2021 are told to confirm via the RDW checklist, and provisional licences are excluded. Regeling omwisseling niet-Nederlandse rijbewijzen
- Driving while the exchange is pending: allowed per the RDW on a still-valid licence, with a warning that some gemeenten advise against it. RDW exchange checklist
- An EU/EFTA licence issued in the same month as your Dutch registration, when you only give the month: the site says it cannot tell from the month alone, instead of guessing which came first. RDW, driving with a foreign licence
- Any gemeente not on the checked list gets the €53.65 national maximum, never a lower guess; Amsterdam gets its own €64.65. VNG, licence fee 2026
- Lesson counts for experienced drivers, translation prices and course prices are market data, always shown as a range, labelled "estimate", and yours to change. CBR, what a car licence costs
What this site does not do
- It does not generate answers with AI. The rules are written and checked by hand; a program applies them.
- It does not give legal advice. The RDW checklist is the authority; the site tells you when to use it.
- It does not ask your nationality. The rules turn on the country that issued the licence.
- It does not store your answers. A result lives in its link; nothing is sent to a server unless you choose to send a report or a request.
