The three possible outcomes Exchange : EU/EFTA licences, licences from a short list of agreement countries (like Japan, the UK, or Canada's Alberta and Québec), and anyone with a 30%-ruling (expat scheme) decision can swap their licence at the gemeente without exams.
Retest : everyone else takes the CBR theory exam (available in English at every test centre) and a practical exam. Experienced drivers typically need 10–20 lessons, not the 41 a beginner needs.
